Housing Programs

First Time Home Buyer Program (FTHB)
 

The Housing Division of the Redevelopment Department provides low interest loans for First Time Home Buyers (FTHB) through federal grants.  When funds are available, this program helps individuals and families who wish to purchase a home, but are unable to qualify and/or come up with the necessary down payment without financial assistance.  This program is designed to help persons who would not otherwise achieve the American Dream of owning their own home. A program loan is a second mortgage; a 3% simple interest bearing loan with all payments deferred until the first occurrence of sale, refinancing, full payment of the first mortgage, or 30 years.

The current Fiscal Year funds for the First Time Home Buyer Program are available until exhausted.  Once the funds have been expended, the City will accept applications for a waiting list for future funds.  For more information, or if you have any questions, please contact Deborah Alcorn, Housing Coordinator at (909) 931-4113.

Emergency Repairs Program for Upland Homeowners (ERP)
 
The Emergency Repair Program provides a grant for emergency repairs to single-family homes and mobile homes of very low income families.  The grant is available to income eligible homeowners who live within Upland's city limits.  Funding for this program is provided by the Upland Community Redevelopment Agency and is available on a first come, first serve basis, subject to annual appropriation caps.

Historic Home Rehabilitation Program (HHRP)
 
The Historic Home Rehabilitation Program is designed to provide deferred loans to rehabilitate historically significant residential properties.  Only residentail properties located within an Upland Redevelpment Area that are also listed on Upland's "Local Register of Historic Places" are eligible for program assistance.  The program may be utilized together with any other housing program by the City of Upland or its Redevelopment Agency.

Housing Improvement Program (HIP)

The City of Upland Housing Improvement Program (HIP) provides deferred low or no interest loans of up to a maximum of $90,000 for rehabilitation work to single-family owner-occupied homes located within city limits.  This program targets lower income homeowners who are in need of housing repairs and cannot otherwise secure conventional funding to make said repairs.  The funding for this program comes from various sources including the State's Housing and Community Development Department, the U.S. Department of Housing and Urban Development and Upland Community Redevelopment Agency.  Funding is available on a first come, first serve basis, subject to annual appropriation caps.

Reviving & Enhancing Neighborhoods in Upland (RENU)

The Reviving and Enhancing Neighborhoods in Upland (RENU) Program provides grants for predetermined exterior improvements that increase the "curb appeal" of blighted single-family residential, multi-family residential and commercial properties located with the redevelopment "Target Area."  This program may be used in conjunction with any other housing programs offered by the City of Upland if the applicant is eligible.

Upland Pride Paint Program (UPPP)

The Upland Pride Paint Program (UPPP) provides a grant to single-family and mobile home, owner-occupied, property owners.  Properties must be in a condition that warrants re-painitng such as deteriorated painted surfaces, peeling and flaking to the point that a citation from the Code Enforcement Division is probable, or the Housing Division has identified the property as a candidate for the paint repairs.  The grant is available to income eligible homewoners (single-family and mobile homes) who live within program is provided by the Upland Community Redevelopment Agency.  Funding is available on a first come, first serve basis and is subject to annual appropriation caps.  Eligible applicants may only receive UPPP assistance once for the life of the program.
