Restaurant Attraction/Incentive Program

The Restaurant Attraction/Incentive Program has been established to rehabilitate commercial structures within a project area by providing financial assistance to restaurant owners interested in establishing a sit-down, full service restaurant in the City of Upland. The Program provides market rate loans to owners of restaurants unable to finance their commercial rehabilitation project through conventional bank financing. Downtown Anti-Graffiti Film Program

The Downtown Anti-Graffiti Film Program is available to Downtown property owners or tenants to assist with the purchase and installation of anti-graffiti film on the windows or doors of their buildings. Participants may receive a rebate from the Redevelopment Agency for up to 50% of the cost of placement of the anti-graffiti film or $2.50 per square foot, whichever is less. Downtown Surveillance Camera Program

The Downtown Surveillance Camera Program is available to assist Downtown property owners or tenants with the purchase and installation of surveillance equipment (consistent with the specifications included in the program application). Participants may receive a rebate from the Redevelopment Agency for up to 50% of the cost to purchase and install the equipment, up to $1,000.
